The Clinton County Regional Planning Commission strives to be an agent of regional cooperation and a guardian for the future and efficient utilization of resources. Serving Clinton County for nearly 50 years, the Commission is the most diverse in the County and charged with the “physical, social and economic development” of the Clinton County area.
Founded in 1970, the CCRPC has been comprised of citizens and elected officials. This Commission is tasked with preparing plans on long range programming; promoting understanding of and recommending administrative and regulatory measures to implement plans; contracting if needed to facilitate planning activities; reviewing, evaluating and making comments on amendments to the Comprehensive Plan and zoning amendments; providing planning assistance to other units of local government; and, administering the County Subdivision Regulations.

DownloadAnya Tipton brings a strong background in community planning and revitalization to the Clinton County Regional Planning Commission, having recently joined the team as a Planner. Originally from New Orleans, Anya holds a Bachelor’s degree in Urban Studies from Rhodes College (2018) and a Master’s in Urban Planning at Wayne State University (2024).
Throughout her undergraduate career, Anya conducted extensive research aimed at revitalizing Memphis communities. She dedicated her work to studying the redevelopment of the Crosstown Concourse, formerly an abandoned Sears distribution center, producing over 200 pages of analysis. Her research explored the social, economic, and cultural impacts of this development for both long-time residents and newcomers.
As a graduate student, Anya worked independently and in collaboration on several strategic neighborhood plans in Detroit, including Greater Warren-Conner, McDougall-Hunt, and the famous 8 Mile Boulevard corridor. Her specialization in Housing and Community Development has equipped her with the skills and perspective to address Clinton County’s unique needs. Anya’s work also extended to community outreach and sustainable development in climate-sensitive regions.
Most recently, Anya served as a GIS Associate with Eastern Market, the nation’s largest historic public farmers market, located in Detroit. At Eastern Market, Anya led a real estate mapping project, conducting detailed analysis of thousands of properties. This project supported strategic decision-making for land acquisition, directly impacting Eastern Market’s growth and future planning.
Anya is excited to apply her strong educational background and passion for placemaking in Clinton County and contribute to the community that makes it so unique.
