The Clinton County Regional Planning Commission strives to be an agent of regional cooperation and a guardian for the future and efficient utilization of resources. Serving Clinton County for nearly 50 years, the Commission is the most diverse in the County and charged with the “physical, social and economic development” of the Clinton County area.
Founded in 1970, the CCRPC has been comprised of citizens and elected officials. This Commission is tasked with preparing plans on long range programming; promoting understanding of and recommending administrative and regulatory measures to implement plans; contracting if needed to facilitate planning activities; reviewing, evaluating and making comments on amendments to the Comprehensive Plan and zoning amendments; providing planning assistance to other units of local government; and, administering the County Subdivision Regulations.
In addition to being the lead agency on physical development for Clinton County, the CCRPC oversees the Clinton County Subdivision Regulations, the site plan review process, and provides guidance on zoning. In addition, the CCRPC is committed to improving local parks and trails, public spaces, natural resources, pedestrian safety, and housing.
We understand that a resilient economy relies on local food, local talent, and support for local businesses. We serve on multiple economic development boards and co-host a monthly networking event with the Wilmington-Clinton County Chamber of Commerce.
We work to generate attachment to place by partnering with Energize Clinton County, Main Street Wilmington, our local history center, running a Fellows program for college students, and combating social isolation among older adults through our Age-Friendly Clinton County initiative.

DownloadDeAndra Navratil comes to Clinton County with extensive planning experience in comprehensive planning, zoning reform, and development review. Throughout her career, she has been a city planner, township zoning inspector, and the former Executive Director of the Greene County Regional Planning Commission. A few of the plans she had a leadership role in the development of are Richmond, Indiana's comprehensive plan - Richmond Rising, Greene County's Land Use Plan - Perspectives 2040, and the Village of Jamestown's Comprehensive Plan. Additionally, she presented at the 2022 ISOCARP World Planning Congress in Brussels, Belgium, and the 2023 National American Planning Association Conference in Philadelphia, Pennsylvania.
Having lived in multiple states, DeAndra earned her Bachelor's Degree emphasizing Environmental Science and a Master of Community Planning from Auburn University. In 2021, she gained her Planner certification from the American Institute of Certified Planners (AICP), a program that qualified professional planners earn through a series of testing and eligibility requirements and continued maintenance.

Zeb Acuff brings more than 15 years of experience in public sector planning to the Clinton County Regional Planning Commission, with a background in zoning administration, development review, and long-range planning. He has worked in county government and with special districts, helping local officials and property owners work through land use and development projects.
Prior to joining Clinton County, Zeb served as Planning Administrator for Butler County, Ohio, where he managed zoning administration and development review in unincorporated areas and played a key role in the re-adoption of the Butler County Rural Zoning Resolution in 2022. He later served as Director of Planning for MetroParks of Butler County, leading efforts related to park development and system planning, including authoring the MetroParks Accessibility Guide in 2025.
Zeb earned a Bachelor of Science in Natural Resource Management from the University of Delaware, as well as a Master of Urban Planning and a Master of Science in Natural Resource Policy from the University of Michigan. He is a certified planner, achieving his AICP credential in 2009.
Zeb looks forward to working with Clinton County’s communities to support practical, well-informed planning decisions.
